Compensation: Not provided by employer. Typical compensation ranges for this position are between $120,000 - $180,000.
Position Overview:
ELB Learning is seeking a dynamic and highly experienced Federal Business Development Manager to expand our presence within the Department of Defense (DoD), Department of Homeland Security (DHS), and other key federal agencies. This role will be instrumental in identifying, pursuing, and securing new government contracts, as well as driving strategic growth initiatives in federal learning, training, and workforce solutions. The ideal candidate will have a strong network in federal contracting, a deep understanding of government acquisition processes, and a track record of winning competitive bids.

Key Responsibilities
Business Development & Capture Management
- Develop and implement a strategic go-to-market plan to achieve revenue growth in federal markets.
- Identify, qualify, and lead efforts to capture significant government contracts within the DoD, DHS, and civilian agencies.
- Conduct thorough market research and competitor analysis to pinpoint opportunities and emerging trends in government training, workforce development, and digital learning solutions.
- Establish and nurture strong relationships with government contracting officers, prime contractors, and key decision-makers to ensure ELB Learning is recognized as a preferred provider.
- Lead the creation of capability statements, white papers, and comprehensive responses to sources sought, RFIs, and RFPs.
- Mentor and guide the federal business development team as ELB Learning expands its footprint in government contracting.
Proposal & Contracting Expertise
- Work closely with internal teams and external partners to develop compelling proposals that meet government specifications.
- Ensure all proposals comply with FAR/DFARS regulations and other federal acquisition standards.
- Contribute to the complete proposal development process, including pricing strategies, technical writing, and competitive positioning.
- Manage contract negotiations, teaming agreements, and partnerships with both large primes and small businesses (e.g., SDVOSB, 8(a), HUBZone).
Networking & Strategic Partnerships
- Leverage existing federal networks and industry contacts to cultivate critical relationships and establish a robust ELB Learning presence in federal contracting.
- Represent ELB Learning at industry events, government forums, and professional networking groups to enhance brand visibility and discover new business opportunities.
- Formulate teaming strategies with government integrators, industry partners, and small business subcontractors to extend ELB's contract portfolio.
Qualifications
- 10+ years of experience in federal business development, capture management, and government contracting.
- Proven success in securing competitive government contracts within DoD, DHS, or civilian agencies.
- In-depth knowledge of federal procurement processes, including GWACs, IDIQs, BPAs, and sole-source contracts.
- Experience with proposal management for RFPs, RFIs, and Sources Sought.
- Established government contacts network, including those at the Pentagon, DHS HQ, GSA, Army Futures Command, Air Force Education and Training, VA, and other federal civilian agencies.
- Familiarity with learning technologies and workforce development tools is advantageous.
- Experience with government contracting compliance, including FAR, DFARS, and agency-specific acquisition regulations.
- Proven ability to navigate and secure contracts through alternative acquisition vehicles such as OTAs, CSOs, and SBIR/STTR programs is preferred.
- Successful track record in securing government contracts despite budget constraints, employing a strategic alignment of solutions with agency priorities.
- Active participation in federal contracting and business development organizations such as NDIA, AFCEA, PSC, ACT-IAC, or NCMA is preferred.
- Experience with federal procurement databases (e.g., GovWin, SAM.gov, FPDS) and CRM systems (e.g., Salesforce, Hubspot) for managing business development pipelines and tracking opportunities.
- Exceptional negotiation skills with a proven ability to conclude complex government contracts.
- Bachelor’s degree required; Master’s degree or PMP certification is a plus.
- Capability to obtain and maintain a security clearance (Secret or higher preferred).
