The Payroll and Human Resource Consultant, directly reports to the Director of Human Resources and Payroll Solutions, and will work closely together to provide high quality products and services related to the Human Resource Center in general to clients within CESA 6 and statewide. This is an entry level consulting position supporting Payroll and Human Resources consulting clients. The Payroll and Human Resource Consultant, will serve as a payroll specialist in the areas of processing payroll, quarterly payroll reporting, year end payroll reporting, and federal compliance throughout CESA 6 and the state of Wisconsin and assist with human resources consulting functions regarding employee relations, engagement, recruitment, onboarding, performance management, compensation, benefits and compliance throughout CESA 6 and the state of Wisconsin. The Payroll and Human Resources consultant will be well skilled in making effective presentations before large and small groups of people and able to effectively express ideas orally and in writing.
ESSENTIAL FUNCTIONS:
- Actively grow the organizations in which we serve
- Develop, promote, and deliver high-quality, timely products/services consistent with client and project goals
- Build relationships and collaborate with internal and external customers
- Gather, organize, analyze, and utilize data to effectively determine client, and department needs and to formulate solutions
- Attend appropriate trainings, meetings, workshops, and in-services
- Utilize department protocol for the management of the invoice process
- Plan, create content, and facilitate content specific to virtual and face-to-face meetings
- Contribute to progress monitoring the department Plan on a Page in alignment with an individual Plan on a Page
- Ability to lead and collaborate with diverse work teams.
- Establish systems and measures to collect, monitor, evaluate and report information for key performance indicators and compliance with established goals, objectives, standards and policies.
- Organize and work independently on multiple assigned tasks/projects and complete assignments within specified deadlines.
- Processes leased client new hires in Paylocity including: posting positions, collecting interview materials, sending offers and contracts, completing background checks, monitoring new hire document completion, and monitoring Benefit enrollment.
- Completes virtual onboarding with leased client employees.
- Process leased client employee terms including: sending notices to necessary staff to close accounts, collects exit interview information.
OTHER FUNCTIONS:
- Take responsibility for professional growth based on feedback, research and best practice
- Seek opportunities to present at local and state level conferences
- Perform other duties as assigned
Requirements
Experience, Education and Licensure:
- Bachelor’s degree in Human Resource Management, Business Administration, Finance, Accounting or in lieu of a degree at least 8 years of payroll and HR experience required.
- At least 5 years of professional payroll experience with leadership experience preferred.
- Advanced office skills with excellent organization and communication skills
- Proficiency in Microsoft Word, Excel, and Google, docs, sheets and slides.
- Proficiency in Skyward pac and cumulative desired
- Prior experience working in Frontline helpful but not required
- Prior experience working with a school district desired

- Professionally represent the agency and public, private and parochial school districts in interactions with staff, customers and community
- Facilitate an overall work environment of mutual respect and collaboration
- Ability to interpret data
- Ability to establish and maintain effective relationships with individuals from diverse backgrounds

- Must possess a valid Wisconsin driver’s license
Work Environment:
- Position may require varied or extended hours including evenings and weekends, travel to multiple work sites and occasional out-of-town travel
- Ability to effectively work in various settings (virtual and in-person), including varied agency, school or work-related sites and a home office environment
