Federal Human Capital Learning and Education Market Leader, Director
Key Role:
Serve as the broad human capital market leader in the Federal Civil and Defense markets. Develop and execute go to market strategy for expanding ELB products and services in DoD, DHS, and Civil agencies. Maintain responsibility for business strategy, integration of innovation capabilities, and business development, specifically Talent Management, Instructional Design and Work Force Analytics opportunities. Provide thought leadership, marketing, pipeline and capture development while working with ELB personnel and business partners to achieve growth.
Basic Qualifications:
- 15+ years of experience with leading Human Capital programs in supporting agency mission.
- Experience in Talent Management supporting effective recruitment, onboarding, development, and retention of a motivated workforce with the knowledge, skills, and infrastructure to meet organizational objectives.
- Experience in Instructional Systems Design assessing and designing the workforce competencies, developing and delivering training and learning programs, platforms, and resources that advance and maintain those competencies.
- Experience in Workforce Analytics creating insights from qualitative and quantitative workforce data for smart decision making e.g. knowledge transfer and skill gap closure metrics and core competencies.
- Strategic Planning and Execution: Develop and implement comprehensive workforce development strategies that enhance organizational performance and adaptability. This includes designing employee development programs, such as leadership training, career progression pathways, and skills development initiatives.
- Stakeholder Engagement and Business Development: Cultivate and maintain strong relationships with key stakeholders, including clients, industry partners, and educational institutions. Identify new business opportunities and contribute to ELB’s growth by leveraging expertise in workforce trends and best practices.
- Team Leadership and Mentorship: Lead and inspire a team of consultants, ensuring the delivery of high-quality services that exceed client expectations. Foster a culture of continuous learning and innovation within the team and across the organization.
- Ability to comprehend complex technical problems where capabilities are affected by technical achievability, affordability, and schedule.
- TS clearance (preferred) or clearable
- Bachelor’s degree Education, Science, or Technology
Additional Qualifications:
- Experience with active military or in industry
- Experience with executive leadership training
- Experience with managing the development, training, testing, and integration of learning systems and programs
- Knowledge of DoD can civilian agency acquisition process, compliance with government instructions, and overseeing contractor activities
- Master's degree
- PMP certification
Clearance:

Compensation
Salary is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $150,000 to $200,000.00 (annualized USD).
