Summary
Seeking to contract with a Certified Public Accountant (CPA), Enrolled Tax Agent, or Tax Attorney to create and facilitate a 3-part webinar series along with resources on the following topics: how to prepare for taxes, paperwork needed for your tax preparer, general deductions, time & space percentage, different filing statuses, differentiation between different tax preparers, and advocating for your tax needs. The contractor will also be available to provide two, one hour office hour sessions (one in January and one in February). The intended audience for this project will be California Family Child Care Small Business Owners.
Organization Overview
Child Care Providers United Training Fund (CCPU-TF), was won by family child care educators through their union negotiations with the state after 17 years of struggle. The CCPU Training Fund lifts up the leadership of family child care providers in California, the majority of whom are women of color and immigrants. Family child care providers represent an essential workforce in California and are drivers of economic regeneration and community health. Our provider community works with the state to provide subsidized care services for California's most underserved families and have a unique role in leveling the playing field, ensuring that all children, regardless of income, have access to quality care and education. These early childhood educators create the foundation for well-being and academic success for children across the state, positively shaping our next generation. An increasing number of Americans — most of whom are women and people of color — are employed in service sector jobs that are marked by low wages, no health care, job insecurity, and lack of training and career advancement opportunities. The SEIU Education & Support Fund (ESF) tackles these problems head-on by designing, implementing, and replicating exceptional programming that centers workers.
Project Overview
The Family Child Care (FCC) workforce needs culturally responsive tax preparation assistance from a California based Certified Public Accountant (CPA), Enrolled Tax Agent, or Tax Attorney who is well-versed in the unique business needs of family child care educators. The contractor will develop and facilitate a 3-part webinar series with FCCs to address their unique needs, which will better equip them to manage their businesses for long term growth and sustainability. All content developed by the contractor will become the intellectual property of the SEIU Education and Support Fund and made available to the FCC workforce.
Project Goals
The goal of the project is to identify a contractor who is trained in the financial and tax law intricacies of the family child care business and is prepared to support a diverse workforce of family child care providers with their financial and tax needs in a 3 part webinar series. The contractor will focus on providing culturally appropriate webinars to ensure that providers are able to maximize their finances and tax filings. The presentation and resources will include curated information about tax preparation and financial management for family child care providers which will be the property of the CCPU-TF and made available to the FCC workforce.
Scope of Work
We are seeking to contract with a Certified Public Accountant (CPA), Enrolled Tax Agent, or Tax Attorney who have experience providing tax preparation or financial management support, and can design and facilitate a three part webinar series on tax preparation and financial management. You are the right contractor if:

● You are available to facilitate a 3- part webinar series on the following dates/times:
○ Part 1- Monday, January 13, 2025 from 6:00-9:00 pm
○ Part 2- Monday, January 27, 2025 from 6:00-9:00 pm
○ Part 3 - Monday, February 6, 2025 from 6:00-9:00 pm
● You are able to commit up to a maximum 25 hours for this project (these hours include: office
hours, curriculum development, webinar preparation, and meetings with staff & language
justice team)
Expected Deliverables
● Design and deliver a tax preparation 3- part webinar series on:
○ How to prepare for taxes, paperwork needed for your tax preparer, general
deductions, time & space percentage, different filing statuses, differentiate between
different tax preparers, and advocating for your tax needs. All content developed by
the contractor will become the intellectual property of the SEIU Education and Support
Fund and made available to the FCC workforce.

● Be able to articulate tax implications for family child care providers
● Determine and implement the time space percentage formula
● Hold two office hours sessions with family child care providers to determine their level of
need and interest in the area of tax preparation and financial management
● Develop tax preparations and financial management resources (curated information, forms,
templates, budgets, statements, etc.) for FCC’s

Submissions will be evaluated based on the following criteria:

that engage FCC educators in a culturally responsive manner
● Demonstrated understanding of program needs
● Experience and qualifications of contractors/facilitators

Please note that ESF does not, by requesting a proposal, make any form of promise or commitment to purchase from or utilize the services of any individuals or organizations who respond to this RFP.
Submission Requirements
A successfully completed proposal is one that showcases the creativity, experience, skills and commitment of the consultant to provide quality, culturally and linguistically appropriate a 3- part webinar series to California family child care educators; and is emailed by 5pm on November 20, 2024 to staci.richardson@seiuesf.org. The proposal must include the contractor's contact information, a detailed budget, and content training ideas.

Project must be completed by: February 13, 2025
An informational session has been scheduled for November 13, 2024, at 4:00 pm (PST). The session will be recorded, the recording will be provided to those that could not attend, upon request.
Budget
The budget for this project is $10,500 to cover the development, preparation and delivery of a 3- part webinar series along with two one hour office hour sessions (one hour office hour to be held in January and one hour office hour to be held in February 2025), on tax preparation, to be completed by February 13, 2025.
