Summary

Learning and Organizational Development Manager role responsible for designing, implementing, and overseeing training and professional development programs for San Francisco Public Works' diverse employee base across multiple job classifications. Provides operational oversight of training division, supervises staff, and delivers consultative support to improve employee growth and organizational capability.

Key Responsibilities: Manage and evaluate training programs, supervise administrative and trainer staff, coordinate recurring training schedules, conduct training sessions, and develop new procedures and policies for learning initiatives. Create budgets, manage external vendors, provide performance coaching to direct reports, and generate reports on training metrics and compliance data for leadership.
Skills & Tools: Training program design and delivery, staff supervision and performance management, budget development and financial analysis, vendor management, and strong presentation and facilitation abilities. Requires knowledge of workforce development, instructional design principles, and ability to work with diverse professional and technical audiences.
Qualifications: Bachelor's degree from an accredited college or university required. Four (4) years of verifiable professional experience designing, organizing, and conducting employee training programs required.

Compensation: Not provided by employer. Typical compensation for this role is $78,000 – $105,000/year based on title, seniority, and San Francisco location.

About the position

San Francisco Public Works is seeking a Learning and Organizational Development Manager for our training division. Under direction, provides training and professional development for the lifecycle of Public Works employees, which includes a diverse audience of professionals, technicians, and trades/crafts employees, to support opportunities for professional growth. Provides operational oversight and direction for Public Works’ training programs, and consultative support as needed to Public Works’ divisional training programs. Utilizes existing policies, programs, and procedures to provide services. Provides recommendations for improvements for review and approval by the Director of Learning and Organizational Development. Supervises and provides day-to-day leadership and direction to the administrative staff and trainers of Learning and Organizational Development team. Responsible for providing reporting, correspondence, cost analysis and budgeting for new and existing programs. Collaborates with and supports Workforce Development training programs as part of the employee development lifecycle.

Responsibilities

  • Manages training and learning programs, which include an analysis of evaluations on an agreed-upon schedule to make recommendations for revisions.
  • Collaborates and coordinates the division’s reoccurring training programs and schedules with input from the Training staff.
  • Provides the training schedule as needed.
  • Requests financing for training and supplies on a timely basis.
  • Evaluates the work performance of direct reports using an agreed-upon process with the Director of Learning and Organizational Development’s approval.
  • Provides regularly scheduled and as-needed coaching for growth and performance improvement to division staff.
  • This may include providing additional training to enhance performance and skills as necessary.
  • Ensure trainers are cross-trained to broaden knowledge and support for coverage.
  • Conduct training programs, that include, but not limited to, making presentations, facilitating group discussions, and leading and monitoring group activities.
  • Manages vendors or external training programs utilized by the department.
  • Evaluates existing training procedures and policies and makes revisions for improvement with approval of the Director of Learning and Organizational Development as needed.
  • Develops, documents, and implements new training procedures and process with the approval of the Director of Learning and Organizational Development as needed.
  • Provides budget information in collaboration with Director of Learning and Organizational Development for existing and newly proposed programs as needed.
  • Creates and presents reports, memos, correspondence, and statistical training data to the Director of Learning and Organizational Development, HR Director and others on an agreed-upon schedule.
  • This includes mandatory compliance training.
  • Provide support and analysis of other Public Works division training programs.
  • Provide Public Works’ management guidance and recommendations to resolve training-related issues.

Requirements

  • Education: Possession of a bachelor's degree from an accredited college or university; AND
  • Experience: Four (4) years of verifiable professional experience designing, organizing and conducting employee training programs.
