A Program Manager of Dual Language Programs who serves as a language acquisition expert, leveraging instructional coaching and biliteracy pedagogy to drive academic outcomes for emergent bilingual students across KIPP Texas schools. This role directly impacts multilingual student achievement through expert coaching and implementation of evidence-based language acquisition frameworks.

Key Responsibilities: Coach teachers and school leaders on effective dual language and content-based language instruction strategies; analyze school-specific data to identify trends and support goal development; ensure compliance with state and federal guidelines; support bilingual/ESL certification acquisition and summer language program planning.
Skills & Tools: Deep expertise in dual language frameworks, CBLI pedagogy, and biliteracy instruction; strong instructional coaching and data analysis abilities; knowledge of relevant curriculum materials (Amplify, El camino al éxito, Paired Literacy, Summit K12); excellent communication and leadership skills.
Qualifications: Demonstrated experience with effective content-based language instruction, instructional coaching, and biliteracy pedagogy; expertise in dual language, transitional, and CBLI frameworks; familiarity with multilingual student achievement and language development research.

Compensation: $55K–$75K/yr (estimated)

Job Description

JOB DESCRIPTION: 

As a Program Manager of Dual Language Programs, you’ll leverage experience with effective content-based language instruction, instructional coaching, and biliteracy pedagogy to drive academic outcomes for emergent bilingual students. You'll serve as a language acquisition expert, utilizing your understanding of Dual Language, Transitional Early Exit, and CBLI frameworks and evidence-based language strategies to drive academic achievement and language development across primary grade bands and content areas. 

With a focus on effectively implementing KIPP Texas's multilingual products and frameworks, such as Amplify, El camino al éxito, Paired Literacy, Summit K12, 7 Steps to a Language-Rich Interactive Classroom, and dual-language simultaneous biliteracy instruction, you’ll directly coach teachers, Assistant Principals of Student Support and school leaders on effective strategies to support multilingual KIPPsters. Through strong coaching and ongoing progress monitoring, you’ll play a vital role in improving academic and linguistic outcomes across our campuses. 

Key Focus Areas

  • Focus on Achievement: Demonstrate a deep desire and record of results to support schools with closing achievement gaps for all emergent bilingual learners. Understand the research and importance of comprehensible input strategies to engage all emergent bilingual learners. Hold high expectations for themselves as well as the leaders and teachers to remove barriers for multilingual learners from academic achievement. Use research and various levels of data analysis to focus on student outcomes and how they are achieved to support responsiveness to both strengths and areas of opportunities for emergent bilingual learners. 

  • Content Expert: Demonstrate expertise and understanding of multilingual frameworks, pedagogy, and instructional materials in an area of content expertise. You have experience effectively implementing KIPP Texas’s chosen resources and frameworks such as Amplify, El camino al éxito, Paired Literacy, Summit K12, 7 Steps to a Language-Rich Interactive Classroom, and dual-language simultaneous biliteracy instruction. Stay well-informed of current curricular and educational thoughts, trends, and practices, as well as legislation impacting multilingual programming.

  • Effective Coach: Lead instructional improvement efforts on a portfolio of schools by planning and facilitating professional learning, modeling effective CBLI strategies, observing classroom instruction, and providing actionable feedback to classroom teachers, deans of multilingual education, and school leaders.

ROLE RESPONSIBILITIES: 

Effectively coach teachers to improve instructional effectiveness

Provide support to primary schools by:

  • Partnering with the school-based leadership team, specifically by coaching Assistant Principals of Student Support, with a focus to impact the execution of Biliteracy and CBLI strategies to meet the affective, linguistic, and cognitive needs of EB students through content in the students’ primary language and/or English.

  • Leading Assistant Principals of Student Support and teachers in setting clear, measurable goals and providing ongoing support to plan and execute effective Biliteracy and CBLI strategies through targeted observation and professional development

  • Conducting individualized coaching sessions with Assistant Principals of Student Support to observe ELDA instruction, provide feedback, and collaboratively develop actionable strategies for improving comprehensible and compelling input for newcomers.

  • Ensure consistent implementation of the English Language Proficiency Standards (ELPS) and linguistic accommodations aligned to students’ language proficiency levels. 

 

Facilitate professional learning communities that drive emergent bilingual achievement

Provide support to primary schools and Assistant Principals of Student Support by: 

  • Planning & co-leading content team focused on the execution of CBLI strategies within the adopted KIPP Texas instructional materials

  • Planning & co-leading data team meetings focused on the academic and language achievement of emergent bilingual students by analyzing cohort comparison data and summit K12 data trends

  • Leading school-based practice clinics & teach backs focused on CBLI strategies

  • Leading weekly PLCs for Assistant Principals of Student Support in their execution of Dual Language coaching, ELDA, Biliteracy, and CBLI strategies

Engage in continuous data analysis and action planning

Provide support to primary schools by:

  • In collaboration with the school leader managers & leadership teams, craft and implement strategic response plans to meet the KTX emergent bilingual targets, including TELPAS growth and Domain III targets.

  • Supporting school leader managers & school leadership teams in progress monitoring actions that drive academic achievement and language development for all current and monitored emergent bilingual students.

  • Coaching Assistant Principals of Student Support on effective cohort data analysis practices

  • Analyzing school-specific and regional data to identify emergent bilingual trends and support the development of response plans to meet annual goals

Progress monitor state and federal guidelines and policies

Provide support to primary schools by:

  • Ensure that all state and federal guidelines are implemented across portfolio of schools by working collaboratively with KTX compliance manager and campus dean of multilingual education

  • Assist with Title III engagement activities to increase and strengthen the family, parent, and community connections and supports to emergent bilingual learners

  • Support KIPP teachers in acquiring required Bilingual and ESL certification with the support of the HR and talent teams

  • Assist with planning the Summer Language Program recruitment, hiring, training, and monitor effectiveness aligned to students' growth

  • Collaborate with regional and school-level CTCs to facilitate and monitor campus TELPAS testing plans for successful and accurate data collection
