Procurement Officer II conducts procurement activities for Old Dominion University across various commodities and methods, managing competitive negotiations and vendor relationships while ensuring compliance with Commonwealth procurement laws. This role supports the university's operational efficiency by acquiring goods and services in a timely and cost-effective manner.
Key Responsibilities: Conduct competitive negotiations and formal sealed bidding processes, develop and maintain vendor relationships, and provide procurement consultation to university departments. Perform vendor, product, cost, and contract analysis to support contract development and manage procurement of goods/services in compliance with state legislation.
Skills & Tools: Strong knowledge of procurement regulations, competitive bidding processes, and vendor management; excellent negotiation, communication, and analytical skills; proficiency in cost analysis and contract management.
Qualifications: Bachelor's degree in business, public administration, or related field with 2-3 years of procurement experience, or equivalent combination of education and experience; knowledge of Commonwealth procurement statutes and institutional purchasing policies preferred.

Conducts competitive negotiations and formal sealed bidding processes for the procurement of goods and services. Develops and maintains sources of supply and promotes opportunities for all businesses to participate in the University’s procurement activities . Provides procurement consultation to University customers and agencies to ensure their acquisition needs are met while maintaining compliance with Commonwealth procurement laws and University policy.
Conduct procurement of goods and services while adhering to Commonwealth legislation specific to procurement statutes for Institutions having achieved Level II delegated authority. Implements strategies as directed for vendor, product, cost, contract, commodity and spend analysis to support contract development and subsequent contract management goals and objectives. Work collaboratively with campus departments to ensure the acquisition of needed goods/services are conducted in a timely, efficient manner.
