The Associate, Numeracy will support foundational numeracy implementation across Ramgarh district in Jharkhand by providing technical assistance to government education officials and supervising field coordinators. The role strengthens government-led academic support systems under the NIPUN Bharat Mission to improve numeracy outcomes for children.

Key Responsibilities: Develop district and block-level numeracy implementation plans, supervise and mentor Project Field Coordinators, provide technical support on numeracy pedagogy to teachers and educational officials, and facilitate academic review meetings and professional learning platforms. Monitor data quality, identify implementation issues, coordinate with government stakeholders, and represent the numeracy programme at district and block forums.
Skills & Tools: Strong understanding of foundational numeracy pedagogy, classroom practices, and assessment; excellent project management, supervision, and mentoring capabilities; proficiency with data analysis and monitoring; strong coordination and communication skills with government officials and field teams.
Qualifications: Bachelor's degree in education, social sciences, or related field with 2-3 years of experience in education program implementation, government coordination, or teacher training. Demonstrated experience in numeracy/literacy program support, district-level coordination, and field supervision preferred.

Job Description

Position Overview: The Associate, Numeracy Field will support the Program Officer in strengthening foundational numeracy implementation in Ramgarh, Jharkhand through district and block-level planning, technical support, government system strengthening, supervision of Project Field Coordinators, data use, monitoring, and documentation.The Associate will work closely with district and block education officials, including BEEOs, BPOs, BPMs, BRPs, CRPs, Head Teachers and DIET, to strengthen government-led academic support systems under the NIPUN Bharat Mission. The position will also support academic platforms such as Cluster Academic Meetings, Block Academic Reviews and Gurugosthi, ensuring that these platforms use implementation and foundational numeracy data to identify priorities, develop action plans and follow up on agreed actions. The Associate will report to the Program Officer and will supervise and provide technical and mentoring support to Project Field Coordinators in assigned blocks.

Responsibilities: Programme Planning,

Management & Implementation: Develop a strong understanding of Room to Read's Foundational Numeracy program design and the NIPUN Bharat guidelines, NCF-FS, NCF-SE and SCF-Jharkhand. Support the district lead in planning, coordinating, and implementing district foundational numeracy priorities within the DPMU structure, ensuring alignment with program goals and budgets. Develop and maintain district, block, cluster, BRP, CRP, and school profiles to identify numeracy implementation priorities and prepare district heat maps for targeted academic support. Flag key implementation issues, coordinate timely resolution with programme teams and DEO/BEO and BRP/CRP, and support the delivery of planned activities. Plan and monitor implementation strategies based on priority areas, ensuring effective allocation of Project Field Coordinators (PFCs), training, mentoring, and follow-up support. Supervise PFCs by reviewing monthly work plans, monitoring field performance, ensuring data quality, and strengthening their technical and mentoring capacities. Support and facilitate numeracy training programmes, academic review meetings, and professional learning platforms for BRPs, CRPs, Head Teachers, and teachers, in coordination with the district lead and relevant government stakeholders. Represent the numeracy programme at relevant district- and block-level forums, as assigned, and maintain effective coordination and professional relationships with government stakeholders. Technical & Academic

Support for Foundational Numeracy: Provide technical support on foundational numeracy pedagogy, classroom practices, assessment and academic mentoring to BRPs, CRPs, Head Teachers and Teachers. Support government stakeholders to implement foundational numeracy practices consistently during school visits, mentoring visits, and academic review discussions at district and block levels. Support DEO and BEO in coordination with District lead to analyze and use foundational numeracy assessment data to identify block-wise learning gaps, prioritize areas for academic support, and informed evidence-based planning and decision-making. Conduct and support foundational numeracy-focused classroom observations and provide constructive, actionable feedback to PFCs and academic support personnel. Support PFCs in using foundational numeracy assessment data to identify children's learning needs and plan appropriate academic support to teachers. Support the development, adaptation and use of numeracy observation tools, training resources and guidance materials in collaboration with DIET and district education officials. Strengthen the technical capacity of PFCs to provide effective support on foundational numeracy pedagogy, classroom observation, academic mentoring, and data use. Strengthen government-led academic support systems under the NIPUN Bharat Mission through coordinated engagement with district, block, cluster, school, and DIET stakeholders. Track action points from Cluster Academic Meetings, Block Academic Reviews, and Gurugosthi, and support officials to close agreed actions within defined timelines. Stay updated on relevant national and state education policies and initiatives, including NEP 2020, NIPUN Bharat, NCF and SCF-Jharkhand, and support the Program Officer in translating relevant priorities into district and block-level implementation.

Supervision & Field Support: Conduct regular joint visits with district and block education officials and Project Field Coordinators as per defined touchpoints to provide supportive supervision, technical guidance, and implementation monitoring. Support DEO and BEO in reviewing the district and block-wise progress towards the overall goals and learning outcomes of the NIPUN Bharat Mission, identifying key bottlenecks, and strengthening academic support strategies to improve foundational numeracy learning outcomes. Review field observations, implementation progress, and data submitted by Project Field Coordinators (PFCs) to ensure timely reporting, data quality, and adherence to programme standards. Analyse monitoring, assessment, and implementation data to identify trends, implementation gaps, and priority areas, and provide actionable insights to support programme planning, implementation, and decision-making. Prepare and submit timely weekly, monthly, and other programme reports, documenting key achievements, challenges, lessons learned, action points and recommendations for continuous programme improvement. Evaluation & Learning: Collaborate with the Data and Evaluation team to implement and maintain programme monitoring and evaluation activities. Support the district lead in the synthesis of monitoring and evaluation findings and preparation of concise programme summaries. Use evidence from classroom observations, assessments, and implementation data to identify programme quality issues & gaps and prioritize block-wise priorities and support continuous improvement.

Qualifications: Required: Bachelor’s degree in education / mathematics / social sciences or equivalent Master’s degree in education / mathematics / social sciences or equivalent preferred Minimum 3 years of relevant experience in the education sector, particularly in foundational learning, teacher support, academic mentoring, school improvement, education programmes or related areas. In-depth knowledge of foundational numeracy, its pedagogies, and classroom implementation strategies. Strong written and oral communication skills. Critical thinking and analytical skills Good interpersonal skills and a team player Proven track record of achieving results. Proven ability to work effectively with schools and communities.
