Summary

The Special Programs Manager (Part Time) oversees professional development and compliance assistance in Special Education, ensuring effective instructional program implementation and regulatory adherence. This role provides critical technical support to schools in special education compliance and personnel management.

Key Responsibilities: Provides technical assistance in special education compliance, develops training and improvement plans, assists in personnel screening and evaluation, and supports conflict resolution and complaint investigation related to special education. Collaborates with senior leadership on policy development, student management policies, and corrective action monitoring.
Skills & Tools: Strong knowledge of special education regulations, federal and state laws, and evidence-based practices; excellent written and oral communication abilities; capacity to work effectively with diverse racial, ethnic, linguistic, disability, and socio-economic groups; ability to make formal presentations and provide technical consultation.
Qualifications: Minimum five years of teaching experience and two years of administrative experience preferred; expertise in state and federal special education rules, consent decrees, and compliance review; knowledge of English learners, Title I regulations, and current trends in special education.

Specific Job Skills/Abilities:

  • Provides professional development and technical assistance related to Special Education and other specialized instructional programs.
  • Assists in the implementation of Special Education and other specialized instructional program consent decrees and the development of compliance policies, procedures, and communications.
  • Assists in the screening, employment, and evaluation of credentialed and classified special programs personnel and provides consultation and support in the annual self-review process and monitoring of corrective actions.
  • Develop training options or improvement plans to ensure the best operation in special education and other special programs.
  • Assist Sr. Director in evaluating job performance of employees to ensure effectiveness.
  • Make sound recommendations relative to personnel placement, retention, and dismissal.
  • Assist Sr. Director with the development, evaluation, and implementation of appropriate student management policies including the adopted student code of conduct.
  • Provides assistance and support to the schools in the investigation and resolution of complaints related to Special Education compliance.

Education/Experience:

  • Minimum of five (5) years previous teaching experience.
  • Minimum of two (2) years prior administrative experience preferred
  • Expertise in State/Federal Rules and Regulations regarding students with exceptional needs.

Knowledge of:

  • Special Education consent decrees and consent decree action plans.
  • Fundamental principles and accepted practices, current trends, literature and research in the field of Special Education, English Learners, and Title I regulations.
  • State and Federal Special Education issues.
  • Compliance Review of State and Federal Special Education practices.

Ability to:

  • Use a variety of evidence-based methods, techniques, and practices in Special Education related to compliance.
  • Compose and comprehend written communication and to communicate effectively with students, parents, and school personnel, both individually and as a group.
  • Work effectively with all racial, ethnic, linguistic, disability, and socio-economic groups, implement staff development and in-service resources.
  • Make formal, public presentations.
  • Communicate effectively in both oral and written forms.
  • Meet and maintain the physical requirements necessary to perform assigned job functions in a safe and effective manner.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.
