Shine Early Learning is seeking a seasoned Director of Partnership Development to expand and deepen public-sector partnerships with state, regional, and local government agencies. This role presents a rare opportunity to influence how public systems design, fund, and implement early childhood services by leading partnerships from early relationship development through procurement and contract execution. The Director will help drive national growth by positioning Shine as a trusted partner in transforming early learning systems.

As Director of Partnership Development, Public Systems, you will lead the origination, development, and closing of government partnerships with state, regional, and local agencies and school districts. This role owns the full public-sector partnership lifecycle from relationship-building and legislative alignment through procurement, contracting, and transition to implementation. You’ll bring deep expertise in government decision-making and funding structures to expand Shine Early Learning’s national footprint.

What You Bring:

  • A proven track record of closing deals with state, regional, or local government entities
  • Deep understanding of public-sector procurement, contracting, and legislative cycles
  • Strong relationship-building skills with senior government leaders and stakeholders
  • Exceptional writing ability to support proposals, grants, and procurement submissions
  • Experience navigating non-RFP pathways such as sole source or contract expansions
  • Comfort collaborating across finance, legal, and implementation teams
  • Willingness to travel regularly to support partnership development

When: Early 2026

Where: Remote (Up to 50% of the time for work related meetings and events)

How Much: This position pays up to $120,000 per year, with eligibility for a sales incentive plan.
